Yes decorations are permitted. Balloons on weights are a good idea. Banners also. Items you can tie are best as no pins, tac or tape allowed. Also no confetti or crepe paper...decorations can get wet and if they leak colour or make a huge mess a fee may be required for the additional clean up
Yes you can have a DJ though you will have to supply your own generator to power your own Sound System
